The TWDB is tasked with reviewing the boundaries of the planning areas at least every five years and is currently in the process of reviewing these designated areas to determine whether any updates to the boundaries are necessary. Members of the public are encouraged to provide relevant comments concerning the existing regional water planning area boundaries during the 45-day comment period starting May 16, 2025.

The following factors are taken into consideration when deciding to designate the areas for which regional water plans shall be developed:

  • River basin and aquifer delineations
  • Water utility development patterns
  • Socioeconomic characteristics
  • Existing regional water planning areas
  • Political subdivision boundaries
  • Public comment
  • Other factors the Board deems relevant

Written comments regarding the regional water planning area (RWPA) boundaries must be submitted to RegionalWaterPlanning@twdb.texas.gov by 5:00 p.m. on Monday, June 30, 2025 to be considered. Please include “RWPA Boundary Review Comments” in the email subject line.
