After roughly 2 hours of deliberation, the Senate unanimously passed the Committee Substitute to SB 1, the Senate base budget bill. The bill will now move to the House for further deliberation.
The following is a spotlight summary of CSSB 1:
- $70.9 billion in All Funds is included for school districts and charters through the FSP, an increase of $11.3 billion from the 2024-25 biennium; GR appropriations to the FSP total $39.3 billion
- Education funding includes $8.5 billion in new funds to the FSP via enrollment growth, $5 billion for teacher pay and performance incentives, and $500 million for school safety
- $80.8 billion in All Funds for the Texas Medicaid program, including $31.7 billion in GR and GR-D funds, an increase of $4.4 billion in All Funds from the 2024-25 biennium
- Health care funding includes $521.6 million for state-owned facilities, $328.1 million for a new DSHS lab, and funds to increase attendant wages
- Funding for property tax relief totaling $51 billion, which maintains previous amounts and provides new relief contingent on 89th Session legislation
- Funding for new tax relief includes $6.0 billion in increased funding from the General Revenue Fund and the Property Tax Relief Fund and a reduction of $1.1 billion in recapture payments
