The House rules resolution for the 89th Legislature, HR 4, has been filed by Rep. Todd Hunter. The Office of House Parliamentarians has released a summary of the proposed changes (PDF); changes include:
- The Speaker can designate a member other than the Speaker Pro Tempore to preside as temporary chair of the House in the Speaker’s absence
- The Speaker Prop Tempore can serve on more than one committee and can serve as a committee chair; the previous restriction has been repealed
- Only members of the majority party in the House may be appointed as chair of a standing committee and majority party members may not be appointed as vice chair; vice chairs would be involved in scheduling committee business, can designate measures to be considered, can designate witnesses to be invited, and request impact statements for legislation.
The rules also make changes to standing committees from the 88th Legislature, including creating new standing committees, altering committee membership numbers, and abolishing certain committees.
The rules also create new permanent standing subcommittees (PSCs). The new PSCs are attached to 10 standing committees and membership is appointed by the Speaker; PSC jurisdiction is largely drawn from jurisdiction of committees abolished or consolidated under the rules.
