House Energy Resources met on April 30th and took up two interim charges. Several witnesses offered testimony to #2 – Interim Charge: Monitor the implementation of recent legislation dealing with carbon capture and storage and make recommendations as to whether further action is required to resolve outstanding issues. Examine proposed legislation from other states and review federal initiatives.

 

Ian Duncan, University of Texas Bureau Economic Geology, testified on regulatory policy issues with respect to carbon sequestration. Duncan offered that out of all the CO2 that’s been injected in the earth, 80% of it has occurred in Texas. He calculates the total of over 1,000 million tons of CO2. Andy Wilson with Public Citizen was also present and offered testimony on his perspective for the future of carbon management.
