Texas Comptroller Susan Combs announced at the beginning of the month her designation of Martin Hubert, Deputy Comptroller of the Texas Comptroller of Public Accounts, to the State Water Implementation Fund for Texas (SWIFT) advisory committee.

The committee will oversee $2 billion in investments and spending by the Texas Water Development Board. In November, Texas voters approved the transfer of these funds from the state’s Economic Stabilization Fund to SWIFT. The constitutional amendment, known as Proposition 6, helps Texas finance projects in the state water plan.

Under state law, Combs was authorized to designate a person to serve on the committee.

“I am pleased to designate Martin to the SWIFT advisory committee as our growing state looks for ways to meet future water demands of residents and industries across Texas,” Combs said. “With more than 20 years of state service, including serving as the Deputy Commissioner of Agriculture and a Commissioner of the Texas Commission on Environmental Quality, Martin will utilize his unique understanding of water issues and the state’s financial mechanisms to help Texas position itself for the future.”

Hubert, a graduate of Texas A&M University, St. Mary’s University School of Law and the Georgetown School of Law, also served as General Counsel to Lieutenant Governor Bob Bullock. He is the author of the 1999 Texas Tech Law Review article “Senate Bill 1 – The First Big and Bold Step Toward Meeting Texas’ Future Water Needs.”
