It is anticipated the conference committee report for SB1, the appropriations bill, will be taken up in both chambers today. SB 1 appropriates $107.8 billion in general revenue which includes $990 million from the Economic Stabilization Fund (ESF), also known as the Rainy Day Fund.  
 
SB 2078 is the school safety bill which had been amended by Rep. Paddie to include bathroom locker room language that was compromise language. The Senate refused to concur in House amendments on 5/25 and appointed the following conferees: Taylor of Galveston, Lucio, Kolkhorst, Perry and Bettencourt. Speaker Straus held a press conference on 5/26, as reported in our HillCo Client Advisory, to note the House will not be going to conference on this bill. In response, Lt. Gov. Dan Patrick in his press conference reaffirmed his commitment to SB 6 or similar language (such as that in HB 2899) being a must-pass bill of the session.
 
SB 669 was amended in the House to include SB 2 property tax language as substituted from the House. The Senate refused to concur in House amendments and appointed the following conferees: Nelson, Bettencourt, Birdwell, Creighton and Hinojosa. The House would have to appoint conferees today to keep the bill moving.
 
SB 80, a sunset bill and a focus in Patrick’s recent press conference, is set on the Senate items eligible calendar for today. HillCo will continue to monitor the progress of this bill and discussions as well as monitor any other key bills pending for the remainder of the 85th Regular Session.

Today, May 27 – ALL conference committee reports (CCR) in the House must be distributed by midnight
Tomorrow, May 28 – Last day for the House to adopt CCRs or discharge House conferees and concur in Senate amendments & last day for Senate to concur in House amendments or adopt CCRs
