TEA Proposed Rules to Curriculum Requirements and Student Attendance

In the October 22nd Texas Register the Texas Education Agency (TEA) proposed rule changes to the sections impacting curriculum requirements and student attendance. See a brief overview of the proposed changes below.

Curriculum Requirements – 19 TAC §74.1007

  • The amendment would modify the guidelines for the annual calculation of the College, Career, or Military Readiness (CCMR) Outcomes Bonus to implement House Bill (HB) 1147 and HB 1525, 87th Texas Legislature, Regular Session, 2021.

Student Attendance – 19 TAC §129.1025

  • The proposed amendment would adopt by reference the 2021-2022 Student Attendance Accounting Handbook. The handbook provides student attendance accounting rules for school districts and charter schools. Attendance accounting evolves from year to year, so the intention is to annually update §129.1025 to refer to the most recently published student attendance accounting handbook.

SBEC Proposed Rules to Professional Educator Preparation and Certification

In the October 22nd Texas Register the School Board for Educator Certification (SBEC) proposed a rule change to the sections impacting educator preparation and certification. See a brief overview of the proposed change below.

Professional Educator Preparation And Certification – 19 TAC §230.11

  • The proposed amendment would update the list of countries that permit individuals who have obtained the equivalent of a United States bachelor’s or master’s degree to be exempt from the Test of English as a Foreign Language internet-Based Test (TOEFL iBT) to demonstrate English language proficiency. It would also clarify that individuals who have already demonstrated English language proficiency to receive an SBEC-issued Texas certificate would not have to demonstrate English language proficiency again for purposes of admission into an educator preparation program (EPP) to obtain an additional Texas educator certificate. The amendment would also provide technical and grammatical edits.
