Governor Greg Abbott’s Appointments Director, Luis Saenz, and his Director of Administration, Stacey Napier, have announced their departure from the governor’s office.
"Through Luis’ efforts, the Appointments office was able to identify and place the best talent Texas has to offer in positions crucial to the operations of Texas," said Governor Abbott. "I would like to extend my sincere gratitude to Luis for his hard work, dedication and outstanding service to the State of Texas.”
“Stacey has been a trusted advisor to me over the last thirteen years and I am excited to see her take over the reins at the Department of Information Resources, where she will no doubt serve with honor and distinction," said Governor Abbott. "Stacey’s legislative, administrative and legal background make her uniquely qualified to lead DIR as it navigates the many challenges facing state cybersecurity, technology procurement, and telecommunications.”
Prior to serving as Director of Appointments for Governor Abbott, Luis Saenz served as Senior Vice President of State Government Relations for McGuire Woods Consulting in Austin, Texas. He previously served as Assistant Secretary of State in the Office of the Texas Secretary of State, as Campaign Manager, Senior Advisor and Senior Appointments Manager to Governor Rick Perry, as Chief of Staff to former Comptroller Carole Keeton Rylander, served on the staffs of former Senators Phil Gamm, Kay Bailey Hutchison, former Congressman Henry Bonilla and served as a Presidential appointee at the U.S. Department of State in the Administration of former President George H.W. Bush (41). Saenz began his career at The Heritage Foundation in Washington, D.C. He graduated from St. Mary’s University in San Antonio, Texas.
After working in both the Texas House of Representatives and the Texas Senate, Stacey Napier joined then-Attorney General Abbott in 2003 as the Chief of the Intergovernmental Relations Division at the Office of the Attorney General (OAG). Over the next twelve years, she served in various roles of increasing responsibility at the OAG, including Senior Counsel to the Attorney General and Deputy Attorney General for Administration, where she oversaw the eight administrative divisions within the OAG. In January of 2015, the Governor named Ms. Napier as the Director of Administration for the Office of the Governor.
