The Legislature received this week an intial report from the Texas Department of Transportation (TxDOT) required by HB 20 (84th R). This initial report outlines the status of TxDOT’s existing programs and efforts relating to the first three elements called for review by HB 20: revenue projections and needs, funding categories and allocations, and performance-based decision making. Next steps will include addressing the impact of new funding on the estimated $5 billion annual funding gap. Additional areas of discussion will include “aligning investments and funding categories to best address the highest priority needs of the state, and enhancing current processes for performance based decision-making.”
"The Legislature provided significant new resources for transportation this year," said House Speaker Joe Straus, San Antonio. "But it's just as important to make sure that those resources are used in an appropriate and efficient way that will relieve congestion in the state. That's why House Bill 20 was important."

The “Preliminary HB 20 Report” is expected to be published and presented to Select Committees in March 2016.
