Below is the HillCo client report from the May 29 Health Care Associated Infections and Preventable Adverse Events Advisory Panel Meeting.
PAE Reporting Status Update
- HHSC still has an open software personnel role
- They are testing the capability of uploading xml files into the system
- PAE training:
- 5 onsite
- 2 webinars
- 6 additional onsite trainings this summer
- 4 additional webinars this summer
- Have worked closely with THA for outreach
- The response has been overall positive due to the importance of reporting while mitigating the burden
- Planning to go visit any facility that has an event
- Hoping that the rollout over 3 years will give them time to make it to all the facilities

- Their audits are only validating data that has been reported
- They have asked for a legislative initiative to help them align with CMS reporting
PAE and PPR rules
- Have been approved by the HHSC Council
- HAI rules have to be finalized before the PAE rules can be posted for comment – should be posted around September
HAI reporting data
- See the attached chart for summary data
- The CAUTI increase is due to the expanded definition
- Now have to account for fever and yeast
- Please see the attached “report preview” that would make the information more readily accessible to the public
Facility HAI data review report
- IPMA contract to do initial audit
- 2013 – 21 first audits (for the first half of the year)
- Reviewed 150 records, 13 were found to not meet the HAI definition
- HHSC is limited because they only have one dedicated audit position and 3 vacancies
- Concern that good programs are being penalized by auditors because the programs are telling the truth in accurate reporting
- Need to audit the facilities that continually report zero HAIs over time
- The committee is going to write the Executive Commissioner a letter to increase their FTE resources
- A cluster report is not public data, but the committee asked for HHSC to make a summary of it that they can share
- The committee also asked for a 6 month summary report of HAI data
Status report on MDR-A and CRE
- Mandatory reporting began in April
- Conducting educational meetings across the state
- Updated forms
- Raw data from voluntary reporting of CRE revealed 137 cases between January and April
- A cluster of MDR-A was discovered in the Valley
- Highest occurrences of CRE and MDR-A are in the Valley
- Believe that it might be a continuum of the problems they saw in ‘08
- May be a border issue – accessibility of antibiotics
Status of Clostridium difficle exceptional item activities
- Projects will spill over into 2015 due to a late start
- 550K of the 1M allocated will be spent in 2014
- 7 projects across the state
- Will conduct a hospital survey through the THA Foundation
- Have applied for a 5 year grant for 3M
- No status reports available because projects are still in early phases
