Proposed Payment Rates for Community First Choice. This meeting will be webcast. Hearing.  The Health and Human Services Commission (HHSC) will conduct a public hearing to receive public comment on proposed payment rates for the Community First Choice (CFC) program.  The Department of Aging and Disability Services and HHSC operate various aspects of the CFC program.  The payment rates are proposed to be effective March 1, 2015.  The public hearing will be held in compliance with Human Resources Code §32.0282 and Title 1 of the Texas Administrative Code (TAC) §355.105(g), which require public notice and hearings on proposed reimbursement rates. Proposal.  HHSC proposes rates for CFC program services in accordance with the rate-setting methodology listed below under Methodology and Justification.  The methodology requires that CFC rates are established using pre-existing rates. Methodology and Justification.  The proposed rates were determined in accordance with the rate reimbursement setting methodology at 1 TAC §355.9090. The Texas Health and Human Services Commission (HHSC) — in collaboration with the Texas Department of Aging and Disability Services (DADS), the managed care organizations (MCOs), and the Texas Medicaid Healthcare Partnership (TMHP) — are hosting a series of half-day Electronic Visit Verification (EVV) provider training sessions in February.
