Hearing. The Health and Human Services Commission (HHSC) will conduct a public hearing to receive comment on proposed Medicaid reimbursement rates for Supported Home Living (SHL), SHL Consumer Directed Services, and SHL Community First Choice in the Home and Community-Based Services (HCS) Waiver Program, and Community Support Services (CSS), CSS Consumer Directed Services, and CSS Community First Choice in the Texas Home Living (TxHmL) Waiver program. The hearing will be held in compliance with Texas Human Resources Code §32.0282, which requires public notice of and hearings on proposed Medicaid reimbursements. HHSC will broadcast the public hearing. The broadcast will be archived and can be accessed on demand. Proposal. HHSC proposes to decrease the rates for SHL, SHL Consumer Directed Services, SHL Community First Choice, CSS, CSS Consumer Directed Services, and CSS Community First Choice. TxHmL is projected to be carved-in to Medicaid managed care under STAR+PLUS effective Sept. 1, 2018, and HCS is projected to be carved-in effective Sept. 1, 2021. Currently, STAR+PLUS covers attendant and habilitation services for individuals with disabilities through STAR+PLUS Community First Choice, including services for individuals with intellectual and developmental disabilities (IDD). When TxHmL and HCS are carved-in to Medicaid managed care, attendant care and habilitation services will be provided through STAR+PLUS Community First Choice. There will be no difference between individuals receiving additional waiver benefits and those receiving only Community First Choice services with respect to those services. Currently, reimbursement rates for TxHmL CSS and HCS SHL services are higher than the STAR+PLUS Community First Choice rate and the costs of providing these services. In preparation for the managed care carve-ins of these services, HHSC is proposing rates that more closely align them with the STAR+PLUS Community First Choice rate. The reimbursement rates are proposed to be effective July 1, 2017. Briefing Package.
