Texas Health and Human Services Executive Commissioner Dr. Courtney N. Phillips has announced additions to HHSC’s leadership team who will help guide the agency’s health programs and communications efforts.

Leadership positions announced by Executive Commissioner Phillips:

  • Dee Adams Budgewater, Deputy Executive Commissioner of Health, Developmental and Independence Services, starting today.
  • Rich Parsons, Director of Communications, starting Nov. 4.
  • Christine Mann, Chief Press Officer, starting today.

Dee Adams Budgewater has served as deputy associate commissioner for Medicaid and CHIP Services’ Office of Policy and Program for the past year. Before moving to Texas, she spent over 26 years with the Louisiana Department of Health serving in many leadership roles with oversight in Medicaid eligibility, policy, grants, modernization and transformation, and managed care oversight and regulatory compliance.

Rich Parsons has served as communications director for the Railroad Commission of Texas for the last five years. Prior to joining RRC, he served as deputy director of communications for Governor Rick Perry, and also communications director for the Texas secretary of state.

Christine Mann has more than 20 years of experience in the media relations field working for state government and nonprofits. She served as press officer for the last 10 years at HHS, leading the agency’s public information responses to key issues impacting the state.
