Medical Transportation Program Request For Proposal Update

  • SB 8 directed HHSC to create a managed transportation delivery model for MTP by 9/1/14
    • Excluding areas that already have a full risk broker
  • 9 regional meetings were held for stakeholder input
  • Final RFP was posted in November and responses are due January 23, 2014
  • Tentative awards will be announced in March

 
Community Partner Program Update

  • Network of community based organizations helping the community to connect to YourTexasBenefits.com
  • 420 total community partners
  • 402 organizations in the enrollment process
  • Utilization has of the website has increased
    • Launched a new CPP website with a searchable database for community partners
  • Provides web based training and certification process
    • Two new required web based training programs regarding the marketplace have been added due to the ACA
  • Other resources regarding the ACA are on the website

 
Texas Transformation Waiver Update

  • 5 year Medicaid demonstration waiver
  • UC pool and DSRIP pool of monies
  • Over 1270 DSRIP projects have been approved for the first two years of funding
    • Texas providers have the potential to earn over 4.2B in AF in DY 2 and 3
  • The second round of payments will be made in January (roughly 1B)
  • HHSC submitted a waiver amendment to allow the state to retain 345M that was not spent in the previous demonstration year
    • Waiting for approval

 
Texas Women's Health Program Update

  • Implemented November 2012
  • Fully state funded on January 1, 2013
  • Continue to do outreach to providers
  • Women can apply online via texaswomenshealth.org
  • New outreach materials for non-profit organizations and service providers to share information about the program in their communities
  • Making changes in the provider certification process to make it easier to enroll
  • 2014 program certification process start date has not been determined at this time

 
Non-Emergent Services Provided by Ambulance Providers Update

  • SB 8 requires HHSC to conduct a thorough review of policies related to the use of non-emergent ambulance services
  • HHSC is asking for stakeholder recommendations regarding changes that would help reduce fraud, waste and abuse
  • Comments are due January 31, 2014

 
Rider 51: Appropriate Payment of Delegated Physician Services Update

  • Reviewing payment processes
  • HHSC identified that there were issues with Texas Health Steps providers
    • APRNs and PAs have been reimbursed at 100% of the physician rate, but HHSC is correcting the policy to follow the traditional 92% reimbursement rate
