His release with the bill including the following remarks, “The Texas Responsible Artificial Intelligence Governance Act (TRAIGA) is a pivotal step toward safeguarding Texans from the potential risks of artificial intelligence while fostering innovation in the rapidly growing AI sector. With AI increasingly shaping critical decisions in areas such as hiring, healthcare, and law enforcement, HB 1709 addresses concerns about algorithmic discrimination, data misuse, and a lack of accountability. TRAIGA mandates transparency, requiring developers of high-risk AI systems to disclose their processes and conduct risk assessments to ensure ethical compliance. By setting clear standards and enforcing penalties for violations, this legislation seeks to build public trust, protect consumer rights, and position Texas as a leader in responsible AI governance.”
