The House Committee on General Investigating and Ethics met briefly on August 10 to take up HJR 54 relating to limiting contributions to the Governor during a special session. The report below details the discussion on the resolution.

HJR 54 (Moody) Proposing a constitutional amendment prohibiting the governor or a specific-purpose committee for supporting or assisting the governor from accepting political contributions during a special legislative session.

  • Precludes Governor from accepting contributions during a special session
  • S. Davis – Committee has passed a house bill that places restriction on legislators, how is it different?
    • Moody – Different approach to a similar issue. Power to call special session is given to Governor, gives people the chance to weigh in. Only limited to the governor, wouldn’t be opposed to adding in public participation.
  • S. Davis – Key benefit is allowing the public to make the decision.
    • Moody – Unique nature of a special session, is resolutions don’t have to be on the call.
    • Turner – Voiced that they don’t need to be signed by the governor either.

HJR 54 left pending.
