The Joint Oversight Committee on Government Facilities, chaired by Senator Eltife, met to consider state agency reporting requirements to effectively accomplish the purposes set forth in Senate Bill 2004 (deferred maintenance funding for state facilities) and the General Appropriations Act.

Agency Reporting Guidelines and Committee Guidelines on Deferred Maintenance Fund are introduced

  • The goal of the fund is to get the process of deferred maintenance in order
  • There will be penalties if the money is not spent correctly
  • Agencies will submit prioritized reports each quarter
  • All agencies will use common template for reports
  • Each fiscal year, agencies will submit report of total deferred maintenance and space needs
  • Committee job is to report to legislature and show that the money was used wisely
  • Committee will also be involved in Capitol complex process
  • Rep. why the capitol complex falls under this committee since it involves buildings and not deferred maintenance
    • Eltife answers that Partnership Advisory Commission and Government Facilities will both watch the capitol complex implementation
    • Sen. Watson mentions that PAC covers P3s which does not really cover capitol complex and Government Facilities will focus on facilities as well as deferred maintenance
  • Chairman Eltife tells agencies that these funds were fought for and will be lost if the guidelines are not met
  • Guidelines are adopted
