Bills on the Move Spotlight
SB 7 (Hughes) relating to elections, including election integrity and security was laid out on the House floor this morning at 2:40 a.m. Rep. Cain closed on the bill at 3 a.m. after 18 were floor amendments were adopted. The bill passed to engrossment with 81 ayes and 64 nays.
SB 1232 (Taylor) relating to the management and investment of the permanent school fund, including authorizing the creation of the Texas Permanent School Fund Corporation was passed out of the Senate on 5/6 (27-3) with one amendment which directs the corporation to establish a minimum distribution rate. The bill will move to the House for further consideration.
SB 1365 (Bettencourt) relating to public school organization, accountability, and fiscal management was passed out of the Senate on 5/5 (20-11) with five amendments. The bill moved to the House and was referred to the Committee on Public Education on 5/6 for further consideration.
The Senate appointed conferees for HB 5 (Ashby) relating to the expansion of broadband services to certain areas on 5/6. The Senate appointed Senators Nichols (Chair), West, Perry, Hinojosa and Hancock. The House previously appointed Representatives Ashby (Chair), Anderson, Christina Morales, Paddie and Rose. The bill will move to conference committee to resolve differences between the House and Senate versions of the bill.
HB 17 (Deshotel) relating to a restriction on the regulation of utility services and infrastructure based on the energy source to be used or delivered passed out of the Senate on 5/4 (28-2) with no amendments. The bill will move to the Governor’s desk.
HB 1900 (Goldman) Relating to municipalities that adopt budgets that defund municipal police departments was passed to engrossment by the House on 5/6 (91-55) with three adopted amendments.
HB 1925 (Capriglione) relating to prohibitions on camping in a public place and to a political subdivision’s designation of property for camping by homeless individuals; creating a criminal offense passed out of the House on 5/6 (88-56) with five amendments. The bill will move to the Senate for further consideration.
HB 3915 (Goldman) relating to the designation of certain premises as critical load premises for electric service was passed out of the Hosue on 5/6 (142-0) with two amendments. The bill will move to the Senate for further consideration.
HB 4492 (Paddie) relating to securitizing costs associated with electric markets; granting authority to issue bonds passed out of the House on 5/6 (129-5) with two amendments. The bill will move to the Senate for further consideration.
Bills Dead by Procedural Action
HB 463 (Shaheen) relating to ineligibility to serve as a poll watcher was postponed until June 1 on 5/4. By postponing the bill until after the legislative session it is considered dead by procedural action. Please note that language from the bill can always resurface as an amendment on another appropriate bill that is moving so HillCo will continue to monitor.
HB 1348 (Deshotel) relating to the applicability of certain laws to open-enrollment charter schools was postponed until June 27 on 5/6. By postponing the bill until after the legislative session it is considered dead by procedural action.
