Spotlight on Bills
HB 1 – The Senate voted out HB 1 as substituted yesterday (bill summary). The budget bill will move back over to the House side where they can either accept the changes or go to conference. The appropriations bill is one that will go to conference. HillCo will keep you updated on key details as the bill progresses.

HB 9 (Flynn) Relating to member contributions to the Employees Retirement System of Texas was passed out of the House with one floor amendment on April 14 – 146 ayes and 0 nays. The bill will now move over to the Senate for further consideration.

HB 767 (Smith) Relating to cardiac assessments of participants in extracurricular athletic activities sponsored or sanctioned by the University Interscholastic League was passed out of the House, as substituted, with two floor amendments on April 14 – 82 ayes and 62 nays. The bill will now move over to the Senate for further consideration.

HB 903 (Capriglione) Relating to the investment of a percentage of the economic stabilization fund balance in excess of the sufficient balance was passed out of the House, as substituted, on April 14 with 141 ayes and 2 nays. The bill will now move over to the Senate for further consideration.

SB 413 (Seliger) Relating to qualifications for membership on the Water Development Board was passed out of the Senate as substituted with one floor amendment on April 13 – 26 ayes and 5 nays. The bill will now move over the House for further consideration.

SB 543 (Zaffirini) Relating to certain requirements applicable to contracts entered into by, and the contract management process of, state agencies was passed out of the Senate, as substituted, on April 14 with one adopted floor amendment – 31 ayes and 0 nays. The bill will now move over to the House for further consideration.

SB 912 (Eltife) Relating to a volume-based exemption from reporting requirements for certain accidental discharges or spills from wastewater facilities was passed out of the Senate, as substituted, on April 14 with one adopted floor amendment – 28 ayes and 3 nays. The bill will now move over to the House for further consideration.

SB 1337 (Perry) Relating to the authority of the Texas Water Development Board to provide financial assistance to political subdivisions for water supply projects was passed out of the Senate, as substituted, on April 14 with 31 ayes and 0 nays. The bill will now move over to the House for further consideration.

The State Board of Education will continue meeting today. Starting at 9am the Committee of the Full Board will meet. On April 16 the Committee on Instruction, School Finance/Permanent School Fund, and School Initiatives will meet.
