The Partnership Advisory Commission met to review and approve the revised guidelines for the Texas Facilities Commission and to elect a new presiding officer.
Open Meeting Requirement
- Chair Jim Murphy noted there was a question early on regarding whether the PAC was required to have open meetings; the AG wrote an opinion that was vague and subsequent Sunset legislation made it clear that the PAC would be required to have open meetings; PAC will go into executive session when confidential and proprietary proposals are discussed
TFC Guidelines Document Discussion

- Murphy noted he will be making a motion to table the guidelines because there are still questions about the document and because there has been a lot of legislation concerning the PAC in recent sessions; may like them to be made more concise

Election of a New Chair
- Motion to elect Sen. Kevin Eltife as new presiding officer
- Motion carried unanimously
Eltife noted the Capitol Complex Master Plan is still a work in progress, but they should have a plan to review at the next meeting.
