President Joe Biden has released an Executive Order which states apportionment counts will include “all inhabitants of each state.” This order repeals Executive Order 13880 and the July 2020 Presidential Memorandum that excludes persons in the count based upon their citizenship status. The Census Bureau has announced they are implementing this EO; all work on the immigration status of the population of the United States regarding the 2020 Census was suspended on January 12, 2021.
