In light of recent federal legislation establishing incentives designed to increase the adoption of electronic health record systems among certain health care providers, HB 300 (Kolkhorst) offers guidelines for health care entities as they move to electronic patient records. The committee substitute for HB 300 would ban the for-profit sale of personal health information without a patient’s consent, and set up a process for notifying patients of the electronic transfer of their medical records.
CSHB 300 was passed to third reading today in the House with 3 amendments. Out of the three amendments; two amendments were perfecting amendments offered by Rep. Lois Kolkhorst and the third amendment offered by Rep. David Simpson adds a public citizen to the task force established in the bill.
