The Texas Education Agency has proposed various rule changes related to reporting requirements, state assessments and educator standards for public comment. The public comment period for the following rules began November 22, 2013, and ends December 23, 2013. Reporting Requirements
TEA has proposed amendments to 19 TAC §61.1021 and §61.1022, concerning reporting requirements. The sections address school report cards and the Academic Excellence Indicator System (AEIS) report. The proposed amendments would update provisions related to school report cards and the AEIS report.
 
State Assessments
The Texas Education Agency proposes the following amendments to:

  • §101.1001 and §101.1007 and the repeal of §101.1025, concerning assessment. The sections address the participation of English language learners (ELLs) in state assessments.
  • §§101.2001, 101.2003, 101.2006, 101.2007, 101.2009, and 101.2017, concerning assessment. The sections address grade advancement and accelerated instruction.
  • §101.3011 and §101.3014, concerning assessment. The sections address implementation of assessment instruments.
  • §§101.3021-101.3023, concerning assessment. The sections address participation and assessment and cumulative score requirements for graduation.

 
The proposed amendments and repeal would reflect changes made to the state assessment program by House Bill (HB) 5, 83rd Texas Legislature, Regular Session, 2013.
 
Educator Standards
TEA has proposed new 19 TAC §149.2001, concerning principal standards. The proposed new section would establish standards in the areas of instructional leadership, human capital, executive leadership, school culture, and strategic operations and provide indicators of achievement with regard to those standards.
