On January 13 the Senate adopted SR 2 which, among other rule changes, lowers the voting threshold in the Senate from three-fifths to five-ninths. If 31 senators are present, this would mean 18 senators’ votes are needed to bring legislation to the floor, make special orders, and suspend business/rules. This section of SR 2 was voted on separately from the rest of the resolution and was adopted along party lines with 18 ayes and 13 nays.
