Speaker Phelan has announced additional legislative priorities for the 88th Session. The Speaker noted additional legislative priorities of the Texas House will be announced in the coming days.
Infrastructure Priorities – “focus on building a more resilient Texas by expanding the state’s framework for broadband development, dedicating dollars toward improving water infrastructure and cutting burdensome red tape around property development projects in the state.”
The following bills in the Speaker’s priority package have been filed/referred:
- HB 9 (Ashby) Relating to the development and funding of broadband and telecommunications services; making an appropriation.

- HB 10 (T. King) Relating to financial assistance provided and programs administered by the Texas Water Development Board.
- Referred to Natural Resources
- HB 14 (Cody Harris) Relating to certain approval procedures for property development review by a political subdivision.
- Referred to Land & Resource Management
Health, Juvenile Justice & Parental Rights Priorities – “aim to dedicate more dollars toward brain health research, improve the outcomes of youth in the state’s juvenile justice system and address the rising concern among Texas parents over certain content in public school libraries.”
The following bills in the Speaker’s priority package have been filed:
- HB 15 (S. Thompson) Relating to the creation of the Mental Health and Brain Research Institute of Texas.
- HB 16 (Moody) Relating to the adjudication and disposition of cases involving delinquent conduct, certain juvenile court proceedings, and planning and funding for services for children in the juvenile justice system.
- HB 900 (Patterson) Relating to the regulation of books sold to or included in public school libraries.
