Below is the HillCo client report from the December 12 STAR Kids Advisory Committee meeting.
This meeting was organizational, and gave the members a chance to meet and introduce each other. HHSC went through a power point with the basics of managed care in Texas and the different programs under managed care. STAR Kids was rolled into managed care due to legislation included in SB 7 from the 83rd Legislative session. A draft RFP is expected at the end of February for contractors.
Services provided under STAR Kids:
Comprehensive Service Coordination
- Health Home
- MDCP service array (for those eligible)
- Texas State Plan Services, including:
- Personal Care Services (PCS)
- Private Duty Nursing (PDN)
- Therapies
- Medical supplies and equipment
- Behavioral health services
- Prescription medications
Specific program requirements:
- Customized benefits through a defined system of care
- Improved coordination of care and health outcomes
- Improved access to care
- Cost containment and efficiency
- Reduction on administrative complexity
- Reduction on potentially preventable events
- Incorporation of a health home
- Coordination and collaboration with long-term service
With the Core components of the STAR Kids program being:
- Comprehensive needs assessment
- Client-centered planning and service design
- Service coordination
- Health home
- Behavioral health integration
- Early and thorough adult transition planning
- Rural services program design
- Quality monitoring and improvement
- Ongoing MCO collaboration
The Committee and HHSC will work to develop a STAR Kids assessment and screening tool to identify certain levels of service needs and to improve coordination of care.
