This report covers TEA’s video on the “College, Career, or Military Readiness Outcomes Bonus and Exam Reimbursements” Registry, a part of the series on HB 3. The video can be found here.

This report is intended to give you an overview and highlight of the discussions on the various topics the committee took up. This report is not a verbatim transcript of the hearing; it is based upon what was audible or understandable to the observer and the desire to get details out as quickly as possible with few errors or omissions.

 

  • CCMR incentives align with the Texas Education Agency strategic plan that every child is prepared for success in college, career, or military.
  • Additionally, HB 3 goes towards achieving the goals set by Texas Education Code §61.051 for at least 60 percent of adults 25 to 34 to receive a postsecondary degree or workforce credential by 2030.
  • School districts will receive a bonus for each annual graduate who meets CCMR bonus standards
    • College:
      • High school students must earn a Texas Success Initiative score on SAT, ACT, or TSI Assessment and
      • Earn an associate degree prior to graduation or enroll in college by the fall after high school graduation
    • Career:
      • High school students must earn a TSI score on SAT, ACT, or TSIA and
      • Receive an industry-based certification, Level I, or Level II certificate
    • Military:
      • High school students must earn an Armed Services Vocational Aptitude Battery passing score and
      • Enlist in the U.S Armed Forces after graduation
    • Bonuses are paid for each annual graduate who qualifies above a threshold percentage:
      • Economically Disadvantaged: $5,000
        • Threshold above 20%
      • Non- Economically Disadvantaged: $3,000
        • Threshold above 9%
      • Special Education: $2,000
        • Threshold above 0% – all special education CCMR graduates will qualify
      • Funding starts in 2019-20 from 2017-18 graduates
        • 55% of said bonuses is going to be spent on improving CCMR for grades 8-12
        • Once a district has met the 55% minimum on CCMR for grades 8-12, they can determine the use for the remaining amount
      • Reimbursement is provided once per high school student for the SAT, ACT, or TSIA if taken in the student’s spring of their junior year or senior year
        • If the student takes more than one, TEA will pay for the highest cost exam
        • Reimbursement is additionally provided once per high school student for any of the Industry-Based Certifications in A-F accountability if the student passes the exam
      • Funds will be given to school districts starting September 2019 and by April 2021 districts will return any unused funds
