The Texas Water Development Board held a meeting on October 13 at 9:30am to discuss the following agenda and action items.

Discussion regarding outreach efforts and activities by the Board.

Consider approving by resolution the establishment of tax-exempt and taxable lending rate scales for the State Water Implementation Revenue Fund for Texas (SWIRFT) financing structures

  • Board priced inaugural instruments at $904 million
  • Chairman Bruun mentions that this can save a lot of money with low interest loan structure

Consider approving an amendment to the original Data Center Services contract to extend the contract end date to August 31, 2017 and to identify the maximum cost for FY 2016 at $1,399,213.00 and maximum cost for FY 2017 at $1,301,090.00., Darryl Tompkins

  • Consider amendment to Data Center Services contract which consolidates servers for agencies

Consider affirming by resolution the commitment to provide financial assistance from the Clean Water State Revolving Fund to the City of Mission (Hidalgo County) made in TWDB Resolution No. 15-027, and concurring in the Executive Administrator’s environmental finding.

Consider authorizing the Executive Administrator to publish a Request for Qualifications to study brackish aquifers in Texas and execute an interagency contract with the Bureau of Economic Geology at The University of Texas at Austin to study the Carrizo-Wilcox Aquifer., Erica Mancha

  • Seeks authorization for EA to publish request for qualifications for 6 projects over the next two years
  • Legislature budgeted $2 million from GR to study brackish aquifers in state

Discussion and consideration of regional water planning area boundaries., Matt Nelson

  • Executive Director recommends confirming existing regional planning area boundaries
  • This is done every five years
