The Texas Water Development Board (TWDB) requests applications for the possible award of grants for flood early warning systems, the implementation of local strategies for alerting and responding to floods, or flood protection planning. TWDB will accept applications from political subdivisions in Texas that have the authority to plan for and implement projects related to flood protection. Applicants must be participating in or applying to participate in the National Flood Insurance Program.

The purpose of this request for applications is to provide assistance to political subdivisions to implement preventive and/or corrective measures for reducing loss of life and property. These measures take a variety of forms and may include installing early warning systems and developing response plans to protect life and property from floodwaters. The TWDB expects that these measures will complement and enhance existing agency efforts related to installing weather stations, developing near real-time and online flood information, and providing floodplain management resources to local entities. In light of significant and deadly flooding events in 2015, TWDB is placing a high priority on enhancing the abilities of communities to warn citizens and respond to flood emergencies in a timely and effective manner.

Up to $2,000,000 has been authorized for Fiscal Year 2016 assistance for flood protection grants. Fifty percent of the total cost of the project may be provided to applicants; economically disadvantaged areas may, however, receive up to 75 percent of project costs.
