Deadlines

  • May 29th(136th day): Before midnight deadline for the House to distribute Senate amendments
  • May 30th (137th day): Last day for the House to act on Senate amendments (concur or request a conference committee)
  • June 1st (139th day): Last day for House to adopt CCRs or discharge House conferees and concur in Senate amendments
  • June 2nd (140th day): Sine Die
  • June 22nd (20th day following Sine Die): Last day the governor can sign or veto bills passed during the regular session

Veto Period

“Even after the final gavel falls, many bills voted on by lawmakers still face one final hurdle” – the veto period. The Governor can veto bills that passed the legislative session by June 22nd. Conference Committee Reports

  • SB 1 General Appropriations Bill.
  • SB 17 Relating to the purchase of or acquisition of title to real property by certain aliens or foreign entities.
  • SB 21 Relating to the establishment and administration of the Texas Strategic Bitcoin Reserve for the purpose of investing in cryptocurrency and the investment authority of the comptroller of public accounts over the reserve and certain other state funds.
  • SB 260 Relating to the school safety allotment under the Foundation School Program.
  • SB 509 Relating to requiring notice to the attorney general in an action under the Election Code seeking a temporary restraining order.
  • SB 1198 Relating to the designation of spaceports as critical infrastructure facilities for purposes of criminal and civil liability.
  • SB 1637 Relating to the prosecution of the offense of deadly conduct.
  • SB 1833 Relating to the use of a social media platform in furtherance of an offense involving the delivery of a controlled substance; increasing criminal penalties.
  • SB 2155 Relating to the regulation of veterinary professionals and facilities by the State Board of Veterinary Medical Examiners and the temporary administration of the board by the Department of Licensing and Regulation.
  • SB 2778 Relating to the amount of an expenditure that may be paid by an emergency services district employee without board approval.

Bills In/Heading to Conference Committee

Today the House has two calendars with items eligible for consideration: One and Two. There are two primary options where the House can either concur with Senate amendments or not concur and send the bills to conference.

The Senate has also posted its calendar with the Senate Bills Returned from the House with amendments and the status of bills in conference committee as of this morning.

Bills Dead by Procedural Action

Of note, while there are bills that have been pronounced dead by procedural action, that does not mean the bill language is dead as it could hitch a ride onto other legislation that is moving. HillCo will continue to monitor as we approach Sine Die.
