The House Research Organization (HRO) has released a report titled “Addressing Grid Reliability and Oversight After Winter Storm Uri”. The report provides a brief overview of the Texas electric market before discussing Winter Storm Uri and the changes to the Texas electric grid that followed.

Following Winter Storm Uri, the report highlights the response of the 87th Legislature to the state’s energy demands. Key bills revised the composition of the ERCOT board and mandated equipment weatherization.

The report continues by addressing the work of the 88th Legislature, which focused largely on seeking market based solutions to encourage generation. The 89th Legislature built upon this by focusing on passing legislation aimed at improving planning for large load interconnection.
