Acting Comptroller Kelly Hancock announced the release of the State of Texas Annual Cash Report, which provides an overview state revenues, expenditures and cash balances for the fiscal year ended Aug. 31, 2025.

The state’s Consolidated General Revenue Fund ended fiscal 2025 with a cash balance of $41.4 billion, an increase of $4.0 billion, or 10.8 percent, from fiscal 2024. The Economic Stabilization Fund (Rainy Day Fund) grew to a record $24.8 billion

The report’s review of the economy highlights steady growth across major industries — including energy, technology, manufacturing and trade.
