The State Auditor’s Office State Classification Team has reviewed the State’s Position Classification Plan, which provides the salary structure for state employees, regular full-time and part-time. The State Classification Team has identified recommended changes to maintain the competitiveness of the plan for the 2028-2029 biennium.

A total of 24 agencies submitted 154 requests to reallocate job classifications to higher salary groups, add new job classifications, and change job classification titles. 61% of those requests are addressed in the recommended changes highlighted in the report. The 426 recommended changes are:

  • Reallocating 254 job classification titles to a higher salary group
  • Adding 56 new job classification titles
  • Changing 72 job classification titles
  • Deleting 37 job classification titles
  • Renumbering 7 job classification titles

These changes attempt to address the fact that the report found the salary range midpoints for benchmarked job classification titles to be 8.8% behind the market average pay. The cost estimate to implement these changes is $570,000 for each year in the 2028-2029 biennium.
