Governor Greg Abbott named Jerome Greener as the Director of the Texas Regulatory Efficiency Office (TREO).

In April, Governor Abbott signed into law Senate Bill 14, which established a Regulatory Efficiency Division within the Governor’s Office to support state agencies in their review of rules and in developing cost benefit analyses of these rules.

The bill requires more direct notice and solicitation of input on the cost and impact of such rules during the rule review process, and in addition, requires all rules be written in plain language. The bill allows a rule to be invalidated if an agency fails to properly perform the statutorily required cost benefit and impact analysis.

The bill also requires the creation of an online portal where Texans can easily search rules and requirements applicable to them.
