Texas Attorney General Ken Paxton and West Virginia Attorney General Patrick Morrisey on December 14, 2016, as part of a 24-state coalition, sent a letter urging the incoming Trump Administration and Congress to take steps to withdraw the Environmental Protection Agency (EPA) rule that is commonly referred to as the Clean Power Plan, and more formally titled "Carbon Pollution Emission Guidelines for Existing Stationary Sources; Electric Utility Generating Units," 80 Fed. Reg. 64,662 (Oct. 23, 2015). The letter suggests a four-point strategy that begins with President-elect Trump rescinding his predecessor’s Climate Action Plan on day one.
