The Department of Educator Leadership and Quality will be led by Associate Commissioner Ryan Franklin on a permanent basis, as of this week. Franklin, a former teacher in several central Texas ISDs, moved into that role as an interim appointment this summer.  Franklin was the senior policy advisor to Commissioners  Robert Scott and Michael Williams and to Acting Commissioner Todd Webster for five years. Prior to joining TEA, he was on the Senate Education Committee staff during Senator Florence Shapiro’s tenure as chair in the 2007 and 2009 sessions.
 
Kelly Callaway also drops the interim designation as Director of the Division of Instructional Materials and Educational Technology. Callaway has been with TEA for over a decade, with experience in the Division of Curriculum in advanced academics and the enrichment curriculum areas. She moved into the Instructional Materials division as interim director during the summer.
