On Tuesday the Senate Natural Resources Committee heard testimony on SB 332 (Fraser), relating to the vested ownership interest in groundwater beneath the surface and the right to produce that groundwater.

During the hearing Sen. Robert Duncan clarified the bill recognized vested ownership in groundwater below the surface subject to rule of capture and the groundwater district rules and regulations. SB 332, as substituted, was favorably recommended to the full Senate.
