Gov. Rick Perry today, in separate addresses to the Texas Senate and House of Representatives, announced emergency items for the 82nd Legislative session, which include protecting private property rights/addressing eminent domain issues, and abolishing sanctuary cities in Texas.
Legislation on those two issues can start moving immediately through the hearing process for passage early in the session.
