Annual Reports for 2024 compliance with the Mass Emissions Cap and Trade (MECT) and Highly Reactive Volatile Organic Compounds Cap and Trade (HECT) Programs are due by March 31, 2025.
Reports can be submitted through the State of Texas Environmental Electronic Reporting System (STEERS). Guidance regarding how to complete annual reports can be found on the Emissions Banking and Trading (EBT) Webpage.
