Texas Central Railroad has announced that two recent rulings from the Federal Railroad Administration (FRA) allow its high-speed railway projects to proceed in Texas. The Federal Railroad Administration (FRA) has released the pre-publication version of the final Rule of Particular Applicability (RPA) and the Record of Decision (ROD), providing a regulatory framework for high-speed rail and establishing safety requirements that will govern high-speed train systems.
