Starting on January 1, 2025, all forms for TCEQ’s Emissions Banking and Trading (EBT) Programs must be submitted electronically through the State of Texas Environmental Electronic Reporting System (STEERS). The EBT Programs will no longer accept hard-copy forms. Owners/operators of regulated sources, or brokers who participate in the EBT Programs, should submit program forms (e.g., trades, annual reports, credit generation requests, credit use, etc.) electronically through STEERS.
