Governor Greg Abbott signed Senate Bill 2 (89-R) into law on May 3, 2025, to establish an education savings account program in Texas. SB 2 mandates that the program applies beginning with the 2026-27 school year.

The Texas Comptroller of Public Accounts will administer the program. Program rules will be released over the summer for public comment. In the coming months, the Texas Comptroller of Public Accounts will establish the process to select education service providers and vendors of educational products.

Request for Proposals (RFP) No. 304-26-1838AH for Certified Educational Assistance Organization Services have been issued to select the certified educational assistance organization(s) that will assist in implementing and operating the program.
