Comptroller Glenn Hegar has released the State of Texas Annual Cash Report 2016. According to the report the Consolidated General Revenue Fund ended the year with a cash balance in the state treasury of $6.1 billion, a decrease of $5.0 billion, or 45.1 percent, from fiscal 2015. The primary reason for the decrease is an increase in Health and Human Service expenditures related to Medicaid and other similar program payments, up $4.2 billion.
 
The Economic Stabilization Fund (ESF) ended fiscal 2016 with a total balance of $9.7 billion, an increase of $1.2 billion over fiscal 2015.
