Proposed Nursing Facility Payment Rates for State Veterans Homes. Hearing.  Health and Human Services Commission (HHSC) will conduct a public hearing on Sept. 2, 2016, at 8 a.m. to receive public comment on the proposed Nursing Facility Payment Rates for state-owned veterans nursing facilities.  This program is operated by the Department of Aging and Disability Services. The effective date of the proposed payment rate change from the existing interim rate is March 1, 2016. The public hearing will be held in compliance with Texas Human Resources Code § 32.0282 and Title 1 of the Texas Administrative Code (1 TAC) § 355.105(g), which require public notice and hearings on proposed payment rates. Proposal.  HHSC proposes the following interim per day payment rate for the state-owned veterans nursing facilities effective March 1, 2016:  Big Spring, $143.00; Bonham, $143.00; Floresville, $143.00; Temple, $143.00; McAllen, $143.00; El Paso, $143.00; Amarillo, $143.00; and Tyler, $234.00. The proposed rates for each home are based upon the state veterans home semi-private basic daily rate in effect on the first day of the rate period in accordance with the rate setting methodologies listed below under Methodology and Justification. These rates will be reconciled retrospectively based on actual costs in accordance with 1 TAC § 355.311(j). Methodology and Justification.  The proposed rates were determined in accordance with the rate reimbursement setting methodology at 1 TAC § 355.311(d). Briefing Package.  A briefing package describing the proposed payment rates will be available on Aug.19, 2016.  Those interested may obtain a copy of the briefing package before the hearing by contacting Rate Analysis by telephone at 512-730-7401; by fax at 512-730-7475; or by email at RAD-LTSS@hhsc.state.tx.us.  The briefing package will also will be available at the public hearing. Study the impact of the Section 1115 Texas Healthcare Transformation and Quality Improvement Program Waiver on improving health outcomes, reducing costs, and providing access to health care for the uninsured, and monitor the renewal process of the waiver. Explore other mechanisms and make recommendations to control costs and increase quality and efficiency in the Medicaid program, including the pursuit of a block grant or a Section 1332 Medicaid State Innovation Waiver for the existing Medicaid program.
