Programs of All-Inclusive Care for the Elderly (PACE) Interest List* HHSC, on behalf of the Department of Aging and Disability Services (DADS), proposes an amendment to s60.06, repeal of existing s60.10, and new section s60.10 in Texas Administrative Code Title 40, Part 1, Chapter 60 (relating to Contracting to Provide Programs of All-Inclusive Care for the Elderly (PACE). The proposals implement Senate Bill 169 (84th Legislature, Regular Session, 2015) which enacted Texas Government Code s531.0931 regarding the placement of certain military members and their family members on program interest lists. The proposal requires a PACE provider agency to keep the name of a military family member who resides out of state on an interest list while the military member is on active duty or for up to one year after a former military member's active duty ends. The proposal also describes the process a PACE provider agency follows to add an individual's name to the PACE interest list and the conditions under which an individual's name may be removed from the PACE interest list. – Schnina Reed, Manager, Community Services Policy, DADS 5. Reimbursement Methodology for Home and Community-based Services and Texas Home Living Programs* HHSC proposes amendments to Texas Administrative Code Title 1, Part 15, Chapter 355, Subchapter F, s355.723 (relating to Reimbursement Methodology for Home and Community-Based Services and Texas Home Living Programs). Section 355.723 establishes the reimbursement methodology for the HCS waiver program. Proposed amendments to this rule: (1) add a rate for the new Home and Community-based Services (HCS) Waiver Program High Medical Needs Support service; (2) correct an error in the projected weighted units of service calculation for Nursing Services; and (3) correct an omission regarding the administrative portion of the Texas Home Living (TxHmL) Community Support Services rate. High Medical Needs Support, High Medical Needs Registered Nurse (RN) and High Medical Needs Licensed Vocational Nurse (LVN) are being added as new services to the HCS program. These services will provide additional support for eligible persons who have medical needs that exceed the service specification for existing HCS services and need additional support in order to remain in a community setting. – SARAh Hambrick, Senior Rate Analyst, Rate Analysis for Long Term Services and Supports, HHSC 6. The proposals add to the HCS Waiver program (a) high medical needs support, (b) high medical needs licensed vocational nursing, and (c) high medical needs registered nursing services to allow nursing staff to: provide transportation to appointments with licensed professionals; make appointments for individuals with licensed professionals to coordinate their medical care, and ensure enhanced communication to better coordinate the individual's medical care. Proposed Payment Rates for 24-Hour Residential Child Care Foster Care Redesign. Hearing.  Health and Human Services Commission (HHSC) will conduct a public hearing on Aug. 26, 2016, at 3 p.m. to receive public comments on proposed blended rates for Single Source Continuum Contractors (SSCCs) under Foster Care Redesign (FCRD) in the 24 Hour Residential Child Care program.  The 24 RCC program is operated by the Texas Department of Family and Protective Services. The hearing will be held in compliance with Texas Human Resources Code §32.0282 and Title 1 of the Texas Administrative Code (1 TAC), §355.7103(a)(2), which require that public hearings be held on proposed reimbursement rates before such rates are approved by HHSC. Proposal.  HHSC proposes to increase the Region 3 blended rate for the SSCCs.  The proposed rate accounts for actual and projected increases in the case-mix of the children served by the SSCC.  The new blended rate for Region 3 is proposed to be adopted effective Sept. 1, 2016. HHSC also proposes a blended rate and an exceptional care rate for the SSCCs for the proposed expansion of FCRD into Region 2.  The proposed rates will be included in the Request for Proposals for the expansion of FCRD for use by entities interested in submitting a proposal.  The rates for Region 2 are proposed to be adopted effective Sept. 30, 2016. Methodology and Justification.  The proposed rates were determined in accordance with the rate setting methodologies codified as 1 TAC §355.7103(r), Rate-Setting Methodology for 24-Hour Residential Child-Care Reimbursements.
