The Texas Health and Human Services Commission (HHSC) is proposing a new way to serve people who are eligible for both Medicare and Medicaid, known as dual eligibles. The goal of the dual eligible project is to better coordinate the care those individuals receive.
The Texas plan involves a three-party agreement between a Medicare-Medicaid health plan, the state and the federal Centers for Medicare and Medicaid Services (CMS) to provide the person with the full array of Medicaid and Medicare services. The project will test an innovative payment and service delivery model to improve coordination of services for dual eligibles, enhance quality of care and reduce costs for both the state and the federal government. HHSC has drafted 30, 60, and 90-day client notifications to outreach to individuals included in this project in the six demonstration counties: Bexar, Dallas, El Paso, Harris, Hidalgo, and Tarrant. Along with the 60 and 90-day notices, a flyer will be sent to assist the person in deciding if the STAR+PLUS Medicaid/Medicare Plan is right for them. All materials are attached.
HHSC is requesting public comment from the STAR+PLUS stakeholders on these materials. Please review and submit comments no later than Friday, July 25, 2014 by email to Michelle.Zook@hhsc.state.tx.us .
