Although EPA recently proposed approval of a finding of attainment for the Houston-Galveston-Brazoria (HGB) area based on the 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS), the HGB area did not attain the 2008 8-hour NAAQS by its marginal attainment date. As New Source Review (NSR) thresholds are determined according whether an area is in attainment for the most stringent applicable NAAQS, this means that all pending and not yet issued NSR applications for the HGB area will be processed according to the moderate major source thresholds and emission offset requirements outlined in 30 TAC §116.150.
