The 2016‒2017 instructional materials allotment (IMA) allocations for each district and open-enrollment charter school are now available. Although the full amounts for the biennial allocation will be available in EMAT, the actual funds will not be available until September 1, 2015. Districts and open enrollment charter schools may use unexpended funds from the 2014‒2015 biennium for IMA expenditures.
 
If unexpended funds are not available, districts may requisition up to 80% of their 2016‒2017 IMA funds through the delayed-payment option. The delayed-payment option, authorized under the Texas Education Code, §31.0215, enables districts to requisition and receive state-adopted instructional materials before the IMA funds are available.
 
A list of publishers is available that have agreed to accept delayed payments is available. Each publisher that has agreed to receive a delayed payment will also be identified in the EMAT system. Payments to publishers will be made when the new IMA funds become available and will take priority over districts’ reimbursement or disbursement requests.
