The House Committee on Environmental Regulation interim report covers two of the four interim charges given to the committee. One charge relates to studying the environmental permitting process at the Texas Commission on Environmental Quality (TCEQ). The other charge was to review the Environmental Protection Agency’s (EPA) newly proposed Clean Power Plan. The committee did not make any recommendations on either of the charges reviewed but offered conclusions. In regards to the permitting charge it was noted that the Legislature needed to find a balance between property owner rights as well as not unnecessarily hindering economic development. The other committee conclusion in the report in regards to reviewing the Clean Power Plan was that the Legislature should continue to monitor the proposed EPA Clean Power Plan rule and continue an ongoing dialogue with stakeholders.
