HB 3123 (Price) relating to governmental entities subject to the sunset review process, also known as the Sunset safety-net bill, was voted out of the House Committee on State Affairs on April 9 favorably as substituted. The bill proposes to moves up the review deadline for the Credit Union Department and Commission by 2 years, continue the Texas Facilities Commission for 6 years, and remove the Sulfur Basin River Authority from review.
 
Three provisions:
·        Moves sunset review deadline for the Credit Union Department and Commission from 2021 to 2019. It adds consistency as all other state financial regulatory agencies are under review at that time and previous sunset review was conducted before agency had SSDI status
·        Continues Texas Facilities Commission for 6 years until 2021
·        Removes Sulfur Basin River Authority from review, with the intent to review river authorities together, Keffer (HB 1290) and Birdwell (SB 523)
